IFSRA proposes to examine the ways in which the concept of sustainable development is applied in the activities implemented by international and national institutions and by private organisations in the South. This axis focuses on the articulation between economic processes, social justice demands and environmental protection, through the analysis of institutional actors and the policies they implement.<\/p>\n<p>On the one hand, sustainable development mechanisms aim to recognise, legitimise and meaningfully engage the local stakeholders of any given project. These mechanisms impact how local communities are defined, the nature of the intervention, and the creation or reinforcement of boundaries of belonging.<\/p>\n<p>On the other hand, sustainable development mechanisms put into circulation specific norms and objectives that are constructed in socio-political spaces removed from the contexts in which they are applied. Our research aims to use notably a cognitive approach to analyse the public or corporate policies conceived in the Global North, and their reception by the impacted populations in the Global South. We look at the impact of these mechanisms, policies and interventions on the relationship between individuals and the State, including various forms of public power.<\/p>\n<p>The actors who implement these policies have also interpreted and acted upon them in different ways. Our research therefore focuses on these processes, from reception to adoption, by the different social groups. In doing so, we explore the impact of these projects on social organisations, public services, working conditions, the health and wellbeing of communities, and on access to land and natural resources.<\/p>\n<p>This line of research allows us to provide a concrete analysis of projects (on transport, energy, extraction, conservation, land use\u2026) with a strong focus on their territorial impact and in relation to the social responsibility policies of donors, investors and international companies.<\/p>\n<p>[\/et_pb_blurb][\/et_pb_column][et_pb_column type=&#8221;1_3&#8243; _builder_version=&#8221;4.16&#8243; custom_padding=&#8221;|||&#8221; global_colors_info=&#8221;{}&#8221; custom_padding__hover=&#8221;|||&#8221;][et_pb_blurb title=&#8221;Mobility, circulation, citizenship&#8221; use_icon=&#8221;on&#8221; font_icon=&#8221;&#xf0c0;||fa||900&#8243; image_icon_width=&#8221;41px&#8221; _builder_version=&#8221;4.18.0&#8243; header_level=&#8221;h3&#8243; header_text_align=&#8221;center&#8221; header_text_color=&#8221;#0A8896&#8243; icon_font_size=&#8221;41px&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>Axis 2 links the construction of space to experiences of belonging and the rights associated with it. Analysing mobilities allows us to emphasise the diversity of movements impacted by a given project, as well as the rights they allow us to claim and the socio-political issues they raise.<\/p>\n<p>We explore mobility and circulation through the analysis of life courses, as the forms and motives of mobility (professional mobility, commuting, international migration) can be linked, overlap or come into tension according to the stages of the life of individuals.<\/p>\n<p>We explore how the categories used to define mobile populations, such as internally displaced, involuntarily displaced, expatriates, migrants (legal\/illegal) and refugees, impact on access to land and civil and political rights.<br \/>These categories can stigmatise those they designate according to their places of arrival as well as departure, depending on the porosity of the borders between countries, or the possibility of moving from one category to another.<\/p>\n<p>Considering mobility as a situated process allows us to question these categories and the ways in which individuals and institutions mobilise them. The rights associated with these categories are often the subject of struggle, as individuals mobilise the resources they have available, which vary according to social status, the quality of social networks, and local context.<\/p>\n<p>Finally, we explore mobilities and circulations in their physical boundaries and beyond, paying attention to flows of information. Heritage is understood in its cultural (tangible or intangible), symbolic and natural forms.<\/p>\n<p>Who defines what needs to be valued? How does heritage become a resource to be appropriated, to &#8220;reinvent\u201d tradition, to recognise a specific social group, or to mobilise a collective around a project of national unity? Heritage issues can also have an economic component, through the mobilisation of international resources (e.g., UNESCO) and its connections to the tourism industry. As a result, heritage can often be seen as a potential engine for development and job creation.<\/p>\n<p>Finally, Axis 2 focuses on how heritage is produced and reproduced in public settings, including in practices of preventive archeology and museum creations. L\u2019Ifsra propose d\u2019en interroger les d\u00e9clinaisons dans les dispositifs port\u00e9s par des institutions internationales, nationales ou par des organisations priv\u00e9es dans les Suds. Cet axe s\u2019int\u00e9resse \u00e0 l\u2019articulation entre les enjeux \u00e9conomiques, les exigences de justice sociale et de pr\u00e9servation de l\u2019environnement, \u00e0 travers les acteurs et actrices institutionnel\u00b7les et les politiques qu\u2019ils ou elles portent.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">D\u2019une part, \u00e0 l\u2019instar des projets de d\u00e9veloppement, les dispositifs en faveur du d\u00e9veloppement durable participent \u00e0 d\u00e9finir des <\/span><b>interlocutrices - <\/b><b>interlocuteurs\u00a0<\/b><b> <\/b><span>locaux, \u00e0 leur donner une l\u00e9gitimit\u00e9. Ils ont un impact sur la d\u00e9finition des communaut\u00e9s locales, des niveaux pertinents d\u2019intervention, et\u00a0 contribuent \u00e0 cr\u00e9er ou \u00e0 substantialiser les fronti\u00e8res de l\u2019appartenance.<\/span><\/p>\r\n<p><span>D\u2019autre part, ils mettent en <\/span>circulation<b> des r\u00e9pertoires de normes <\/b><span>et de justifications construits dans des espaces sociopolitiques diff\u00e9rents de leur espace d\u2019application. Nos recherches s\u2019int\u00e9ressent ainsi \u00e0 la rencontre entre les r\u00e9f\u00e9rentiels cognitifs des politiques publiques ou d\u2019entreprise pens\u00e9s au Nord et ceux des populations concern\u00e9es par ces m\u00eames politiques aux Suds, \u00e0 l\u2019impact qu\u2019ils ont sur le rapport \u00e0 l\u2019Etat et aux diff\u00e9rentes formes de puissance publique. Ces dispositifs sont \u00e9galement diversement re\u00e7us, traduits, saisis par les acteurs et actrices qui interviennent pour les mettre en \u0153uvre. Nos recherches s\u2019int\u00e9ressent ainsi \u00e0 l\u2019ensemble du processus de r\u00e9ception et d\u2019appropriation par diff\u00e9rents groupes sociaux. Se faisant nous pouvons saisir les effets de ces projets sur les organisations sociales, l\u2019acc\u00e8s aux ressources fonci\u00e8res et naturelles, le travail, l\u2019acc\u00e8s aux services publics locaux, la sant\u00e9 des populations\u2026\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Cet axe de recherche nous am\u00e8ne \u00e0 croiser l\u2019analyse concr\u00e8te des projets \u00e0 impact territorial fort (transport, \u00e9nergie, extraction, conservation, am\u00e9nagement du territoire) et les politiques de responsabilit\u00e9 sociale des bailleurs, des investisseurs et des entreprises internationales.<\/span><\/p>[\/et_pb_blurb][\/et_pb_column][et_pb_column type=\"1_3\" _builder_version=\"4.16\" custom_padding=\"|||\" global_colors_info=\"{}\" custom_padding__hover=\"|||\"][et_pb_blurb title=\"Mobilit\u00e9s, circulation, citoyennet\u00e9\" use_icon=\"on\" font_icon=\"\uf0c0||fa||900\" image_icon_width=\"41px\" _builder_version=\"4.18.0\" header_level=\"h3\" header_text_align=\"center\" header_text_color=\"#0A8896\" icon_font_size=\"41px\" global_colors_info=\"{}\"]<p><span style=\"font-weight: 400;\">L\u2019axe 2 propose d\u2019articuler la construction de l\u2019espace \u00e0 l\u2019appartenance et aux droits qui y sont associ\u00e9s. Analyser les mobilit\u00e9s permet de souligner la diversit\u00e9 des mouvements, des droits qu\u2019elles permettent de revendiquer, des enjeux sociopolitiques qu\u2019elles soul\u00e8vent.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Tout d\u2019abord il s\u2019agit d\u2019approcher ces variations au cours du <\/span><b>parcours<\/b><span style=\"font-weight: 400;\"> individuel, les formes comme les motifs de mobilit\u00e9 pouvant s\u2019encha\u00eener, se superposer ou entrer en tension\u00a0: mobilit\u00e9 professionnelle, pendulaire, migration internationale\u2026 Ensuite, les <\/span><b>cat\u00e9gories<\/b><span style=\"font-weight: 400;\"> : d\u00e9plac\u00e9 interne, d\u00e9plac\u00e9 involontaire, expatri\u00e9, migrant l\u00e9gal ou ill\u00e9gal ; \u00e9conomique ou r\u00e9fugi\u00e9 ; autochtone ou \u00e9tranger, auxquelles les personnes mobiles sont rattach\u00e9es, donnent acc\u00e8s \u00e0 des droits fonciers, civiques, politiques. Mais elles imposent aussi des stigmates, variables selon la nature du d\u00e9placement, les lieux d\u2019arriv\u00e9e comme ceux de d\u00e9part, mais aussi selon la porosit\u00e9 des fronti\u00e8res entre pays et entre cat\u00e9gories. Consid\u00e9rer la mobilit\u00e9 au sens large comme un processus et non d\u00e9finir <\/span><i><span style=\"font-weight: 400;\">a priori<\/span><\/i><span style=\"font-weight: 400;\"> les diff\u00e9rents types de mobilit\u00e9 permet d\u2019interroger ces cat\u00e9gories, la mani\u00e8re dont individus et institutions les mobilisent. Les <\/span><b>droits<\/b><span style=\"font-weight: 400;\"> qui y sont associ\u00e9s font en effet l\u2019objet de luttes dans lesquelles les individus mobilisent des ressources in\u00e9gales selon leur place sur l\u2019\u00e9chelle sociale, leurs r\u00e9seaux, qu\u2019ils s\u2019inscrivent dans des espaces urbains ou ruraux, locaux ou internationaux. Les mobilit\u00e9s et les circulations sont enfin \u00e0 entendre au-del\u00e0 d\u2019individus physiques. Elles invitent \u00e0 en questionner les canaux et les <\/span><b>moyens <\/b><span style=\"font-weight: 400;\">(infrastructures physiques par exemple) comme le contenu des flux transport\u00e9s (imaginaires, informations\u2026). <\/span><i><span style=\"font-weight: 400;\">In fine<\/span><\/i><span style=\"font-weight: 400;\">, l\u2019analyse de ces circulations permet de rendre compte des diff\u00e9rentes formes de mondialisation auxquelles les Suds prennent part.\u00a0<\/span><\/p>[\/et_pb_blurb][\/et_pb_column][et_pb_column type=\"1_3\" _builder_version=\"4.16\" custom_padding=\"|||\" global_colors_info=\"{}\" custom_padding__hover=\"|||\"][et_pb_blurb title=\"Patrimoine et conservation\" use_icon=\"on\" font_icon=\"\uf4c2||fa||900\" image_icon_width=\"41px\" _builder_version=\"4.18.0\" header_level=\"h3\" header_font=\"||||||||\" header_text_align=\"center\" header_text_color=\"#0A8896\" icon_font_size=\"41px\" global_colors_info=\"{}\"]<p><span style=\"font-weight: 400;\">Intervenant sur des projets d\u2019infrastructures, priv\u00e9s ou publics, le groupe Insuco a d\u00e9velopp\u00e9 une expertise sur les enjeux patrimoniaux li\u00e9s aux projets \u00e0 impact territorial. Ce patrimoine s\u2019entend aussi bien au sens culturel (mat\u00e9riel ou immat\u00e9riel), symbolique que naturel. L\u2019Ifsra l\u2019analyse sous un <\/span><b>angle politique<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Qui d\u00e9finit ce qui n\u00e9cessite d\u2019\u00eatre valoris\u00e9 ? Comment le patrimoine peut-il devenir une ressource \u00e0 s\u2019approprier, pour \u201cr\u00e9inventer la tradition\u201d, faire reconna\u00eetre un groupe social, ou mobiliser un collectif autour d\u2019un projet d\u2019unit\u00e9 nationale ? L\u2019enjeu peut simultan\u00e9ment \u00eatre <\/span><b>\u00e9conomique<\/b><span style=\"font-weight: 400;\">, la patrimonialisation permettant l\u2019acc\u00e8s \u00e0 des ressources, par exemple internationales avec l\u2019Unesco, et constituer un atout pour une industrie touristique bien souvent identifi\u00e9e comme un moteur potentiel du d\u00e9veloppement et de la cr\u00e9ation d\u2019emplois. Se pose alors la question des formes \u00e9conomiques qui peuvent accompagner le d\u00e9veloppement du <\/span><b>tourisme<\/b><span style=\"font-weight: 400;\"> et de leurs potentielles retomb\u00e9es pour le pays. En retour, quels impacts ce tourisme peut-il avoir sur les espaces et les populations locales ?<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Une derni\u00e8re perspective s\u2019int\u00e9resse \u00e0 la <\/span><b>mise en valeur de ce patrimoine,<\/b><span style=\"font-weight: 400;\"> aux d\u00e9marches mus\u00e9ographiques, et \u00e0 la publicisation de l\u2019arch\u00e9ologie pr\u00e9ventive.
